Summary Edit

Mat awakens to find Tuon watching him with her guards.  Rand arrives alone, having used their mutual Ta'veren pull to locate them.  When the seanchan recognize the Dragon Reborn, Tuon summons damane that shield Rand and bind Rand and Mat both.  Mat is vulnerable to the One Power as Tuon stole his medallion while he slept.  While Tuon deliberates, Mat gets "into a bragging contest with the Dragon Reborn" which serves to bring both up to speed on the other's accomplishments.  
"“Mat,” Rand said, “are you really trying to get into a bragging contest with the Dragon Reborn?” He paused for a moment. “Besides, I cleansed saidin. I win."
Rand uses Seanchan superstition of omens, his Ta'veren nature, singing, fallacies in Seanchan logic, and kneels in an effort to convince Tuon to agree to the Dragon's Peace.
"I am Lews Therin Telamon, the Dragon. I ruled these lands, unified, during the Age of Legends….My authority supersedes that of Hawkwing! If you claim rule by the name of he who conquered, then you must bow before my prior claim. I conquered before Hawkwing, though I needed no sword to do so…. Fortuona Athaem Devi Paendrag, my authority supersedes your own!"
Mat, freed as the damane are awestruck by Rand, strongly advises Tuon to accept the treaty.  After some haggling with Rand, the treaty is signed.  The chapter ends with:
"Mat said. “By the way, I saved Moiraine. Chew on that as you try to decide which of the two of us is winning.” Mat followed Tuon, and behind him rose the laughter of the Dragon Reborn."
