Bili Congar is the thatcher of Emond's Field in the Two Rivers. He sits on the Emond's Field Village Council.

He is a grumpy, troublesome old man who looks for the worst in everyone. He dislikes the mayor, Bran al'Vere, and grumbles about most decisions he makes.

After the trollocs first attack Emond's Field, he confronts Moiraine Damodred with a crowd behind him, demanding she leave at once.

He helps defend Emond's Field against the invading Trollocs.
