Mayene is a tiny nation bordering the Sea of Storms and entirely surrounded on the other three sides by its larger neighbor Tear. Tear's desire to absorb Mayene (and its valuable oilfish shoals) is long-standing, and only held off by the skillful political maneuvering of its leaders.
