Substubs are articles with very little or no content at all, that you can help expand.

Anyone on a wiki can contribute knowledge to any page. Once you feel the article is more complete, containing perhaps a few sentences or a paragraph, you can upgrade it to a regular Stub article by changing the {{Substub}} tag to a {{Stub}} tag. If the article has been fleshed out more completely, remove the stub template entirely.
