Cetalia Delarme was the head of the Blue Ajah's eyes-and-ears network at the time of the Aiel War.

Cetalia is described as a tall, square-faced woman in sky-blue silk with steel-grey hair in a multitude of braids.

She was relatively strong in the One Power, almost matching Moiraine and Siuan.

She tested Siuan Sanche with many puzzles in an attempt to find out if she would be useful as an apprentice. Siuan passed the tests and spent her first months (and perhaps years) as an Aes Sedai being worked hard under Cetalia.
