The Court of the Nine Moons is where the Empress of the Seanchan reigns.

The members of the Blood and the Empresses family who reside in Seandar and regularly attend court or hearings.

The physical chamber that is the audience room for the court of the Emperor or Empress of Seanchan. Presumably the Crystal Throne is present in this chamber. The Empress may hear major petitions or conduct trials in this room. The central room in the palace of Seandar.
