Elayne and Aviendha enter her rooms so they can take a bath assisted by her maids. Birgitte updates Elayne on the wagon trains that arrived from Tear and Illian via Gateway, allowing the city to be resupplied even with a siege in place outside the walls. There is no word on Gawyn or Galad, much as Elayne wished there were. Gawyn would be able to command the mercenaries she hired much better than Birgitte. There are ten Aes Sedai at an inn in the city, but they appear to be neutral between Elaida and Egwene. A disturbance in the outer room interrupts her bath so Elaine goes out to find Zaida insisting on a meeting. Zaida has learned that Nesta din Reas Two Moons has been killed by the Seanchan so the clan Wavemistresses must meet to choose another Mistress of the Ships. Zaida wishes to leave with all of the Windfinders so Elayne must find a way to bargain to keep some of them in Caemlyn.
Zaida wishes Aes Sedai teachers that were part of an earlier bargain but Merilille Ceandevin is the only one Elayne will spare. Zaida also wishes a square mile of land to be ceded to the Sea Folk and under their governance. Finally they agree that Elayne can keep nine Windfinders in Caemlyn until her crown is secure while Zaida is promised the land she requested. Elayne is finally able to get dressed.
