Harine din Togara Two Winds is Wavemistress of the Sea Folk Clan Shodein. Her sister, Shalon din Togara Morning Tide is her Windfinder. She is a member of the 'First Twelve of the Atha'an Miere.

She is full mouthed with white streaks in her dark hair. She has 5 rings in each ear.

Harine was sent by the Sea Folk to Rand in order to strike a bargain with the Coramoor in accordance with the Jendai Prophecy.

She visits Cadsuane Melaidhrin in Cairhien and demands to have her sister returned after Shalon goes missing. Cadsuane sends her back to her apartments empty handed. When Cadsuane left Cairhein to look for al'Thor in Far Madding she accompanied her along with Shalon. She was present at Shadar logoth when Rand cleansed Sadin.

When it is found out the Nesta din Reas Two Moons died, Harine is summoned with the rest of the First Twelve. Verin Mathwin Travels with her and drops her off in Tear.

After Harine's punishmentZaida din Parede Blackwing is named Mistress of the Ships and summons the rest of the First Twelve again. Logain Ablar is part of this meeting as Rand's representative and asks Harine to become the Seafolks ambassador to Rand again. Harine is horrified by the notion. At the end of the meeting Cemeille din Selaan Long Eyes enters with the news of the Amayar mass suicide.

In a Min's viewings, Min saw that her deal would be found defecient by the First Twelve and the Mistress of the ships, that she would be punished severely but one day she would be named Mistress of the Ships herself. So far Harine has been punished for the bargain but has not yet been named Mistress of the Ships.
