While we'll never know the use of the vast majority of the things found in various places. We can make assumptions based on their look and the similarities to others.
Similar to how the Three Rings and Silver Arches work, with one both showing reflections of the world and variations of what path a person may go down, the difference between the two is one shows a set 3 things and the other shows a great many but only a few are remembered.
With this, I can argue that the Red Crystal Chair is likely something similar to the Crystal Throne of Seanchan.
