Point of view: Moiraine Damodred

Rand gathers the High Lords of Tear into the Heart of the Stone to give his commands before he leaves the city. Moiraine expects Elayne and Nynaeve to be aboard Wavedancer and on their way to Tanchico. She does not believe that the Black Ajah sisters went there, so they should be reasonably safe. Moiraine is unhappy with Egwene's decision to go to the Waste to learn about tel'aran'rhiod. Moiraine muses on the various plots of the High Lords and Ladies and what is being done to counter them. Mat is present, but Perrin is missing and Moiraine seems to not be aware that Perrin is off to the Two Rivers.

Rand enters bearing Callandor, moving imperiously through the gathered crowd. He manipulates the nobles and counters many plots as well as putting in place some long term strategies. Many of the nobles will help move grain to Cairhien, which is starving due to civil unrest. Other grain will be sold to Illian, usually the mortal enemy of Tear. A treaty with Mayene will be put in place.

After finishing his pronouncements Rand embeds Callandor in the stone and sets traps around it as a sign that he will return. This shakes the Stone and is even felt by those in the city and the harbor.[1] [2] They leave the Stone and Rand finds out Egwene plans to go to the Waste. He informs Moiraine that he set traps on Callandor so that no one will be take it out except him. He then says he plans to go to Rhuidean.
